A zoning text amendment, or ZTA is the process by which the zoning ordinance is changed.
In Charlottesville, ZTAs are governed by Sec. 34-41 through 34-45 of the city code.[1] A ZTA can be initiated by resolution of City Council, motion of the Planning Commission, or by petition of "any person who is the owner, owner's agent, or contract purchaser (with the owner's written consent) of property, where such petition proposes a change of the zoning district classification of such property ('zoning map amendments')." They must then be recommended for approval by the Planning Commission and approved by Council. A public hearing is required at each step. Proposed ZTAs may be changed or corrected by Council during its consideration, but changes may not rezone land to a more intensive use without an additional public hearing.
