In August 2010, homeowners were sent a letter and invoice for the Willoughby Property Owners Association, which was created at the time of the neighborhood. However, Randy Wade and an attorney served as the board of directors and the association was not active. Wade picked up the tab for maintenance of common areas. With Wade exiting the construction business, they sought to transfer control of the association to homeowners. The first elections for the authority's board of directors will be on March 2011.
Developer Keith Woodard has submitted applications with both Charlottesville and Albemarle County planners to build more units in the Willoughby neighborhood, which is located in both jurisdictions. 
The city planning commission will hear a rezoning and a critical slopes waiver at its meeting on June 14, 2011.  The county will hear the rezoning later this year. Woodard is seeking a maximum of 90 additional apartment units as part of this rezoning.
