In August 2010, homeowners were sent a letter and invoice for the Willoughby Property Owners Association, which was created at the time of the neighborhood. However, Randy Wade and an attorney served as the board of directors and the association was not active. Wade picked up the tab for maintenance of common areas. With Wade exiting the construction business, they sought to transfer control of the association to homeowners. The first elections for the authority's board of directors will be on March 2011[1].
