William “Will” Cockrell AICP is a senior planner with the Thomas Jefferson Planning District Commission (TJPDC).


His main responsibility with the Planning District is on managing the rural transportation program, helping to coordinate and offer planning services to the rural localities in the region, including Albemarle, Fluvanna, Greene, Louisa and Nelson Counties. He also serves as a planning manager for several community development projects in the region.

Prior to joining the Planning District, Will worked with Louisa County for three years, as a senior planner. With the County, he focused on developing land use policies, staffing the Affordable Housing Committee and working with applicants on development proposals.

Prior to that position, he was with the City of Charlottesville’s Department of Neighborhood Development Services, as an intern assigned to GIS mapping and planning research. [1]


Cockrell is a member of the American Institute of Certified Planning and holds a Master’s of Science in Urban Environmental Planning from the University of Virginia’s School of Architecture, with a Concentration in Land Use Planning. He also has a Bachelor’s of Science in Urban Environmental Planning, along with a Minor in Architecture, also from UVA.
