Belmont vs. Belmont-Carlton

I guess it's the city that calls it Belmont-Carlton. We're in need of a "Belmont" article. I'm hesitant to say they're the same thing. Should we create a Belmont article, or just redirect to here? If they're the same thing (and I'm not saying they are), and if it were me, "Belmont" would be the article, 'cause that's what people call it, and Belmont-Carlton the redirect. I.e., it would be a move of this article to "Belmont".

Perhaps this opens the wormcan of the difference between the "official" city-designated neighborhoods vs. the neighborhoods as people call them. E.g., Belmont-Carlton includes Hogwaller, but I bet you'd find residents of Belmont and residents of Hogwaller who would say they live in different neighborhoods (well, I'd say that, too, and I'm not a resident of either). Perhaps they're different categories?

The accident occurred on 12/31/2004 at approximately 9:30pm in the 300 block of Carlton Rd at Carlton Ave. The victim, a 9 year old female, was riding a scooter and was struck by a Jeep Cherokee. The driver of the Cherokee fled the scene but was located a short distance away and arrested. He was charged with felony hit and run. The victim passed away on 01/03/2005 due to injuries sustained in the accident.
