1st Street South Apartments Phase 1 is planned at 900‐1000 South First Street] near the intersection of South First Street and Hartman's Mill Road. This proposed 63-unit apartment development is being planned by the Charlottesville Redevelopment and Housing Authority (CRHA) for this site the goal of breaking ground on this project in December 2019.

This proposed major subdivision was presented to the Charlottesville Planning Commission on Tuesday, March 5, 2019. CRHA was seeking approval of the application to re-classify the field along South First Street as a subdivision and thereby allow extension of public utilities to the site.[1]
