Lucia Phinney was a Democratic candidate for the Samuel Miller District seat in the 2009 election. She lost to Madison Cummings at the Albemarle County Democratic Caucus on May 11, 2009. Phinney received 48 votes to Cummings' 69[1]. Phinney is a lecturer at the University of Virginia's School of Architecture.
