Letitia Shelton was the Deputy City Manager and Chief Operating Office for the city of Charlottesville from 2019-2021 (1 year 8 months). She was named to that position in late July 2019 by then-City Manager Tarron Richardson. [1] She had worked with Richardson in his last job as city manager of DeSoto, Texas.

After the departure of interim Deputy City Manager Leslie Beauregard, who joined the City of Staunton in October of 2019 as Assistant City Manager, Shelton took over Beauregard's duties.[2]

Concern over her hiring without community input prompted Council to consider a charter amendment to require more oversight in the future. The council chose not to make that decision. [3]

Shelton announced her resignation on January 7, 2021 as Charlottesville's Deputy City Manager - Chief Operating Officer.[4] Her last day will be February 19, 2021. Shelton began work as Financial Director, City of Virginia Beach on February 25, 2021.
