Biography
Hall, a design engineer, moved to Charlottesville in 2000 to work in the hematology lab at the University of Virginia. He is a native of Winchester.
In June 2003, he asked Council to appoint him as a security guard and stated that he had been discriminated against because of his mental disability. [2] In September of that year he proposed a new city logo. [3]
