James Utterback

James Utterback is the former District Administrator for the Virginia Department of Transportation's Culpeper District. He was named to the position in July of 2008 and left in the spring of 2013 to take the same position in Hampton Roads. [1] He joined VDOT as an engineer in 1999. He served as the Director of the district's Charlottesville Residency from January 2005 to the middle of 2006[2].

He was replaced by John D. Lynch. [3]
