Conflict with City Council
In July 1959, Burrows won the Democratic primary for the seat in the House of Delegates. City Councilors R.M. Davis and Sol M. Weinberg supported a candidate named Hill. Hill lost. Burrows may have taken that to mean that they had lost the support of Charlottesville voters. He introduced several bills in the 1960 General Assembly that would have altered the city's charter to switch to a ward system, to have mayors be elected by popular vote, to require a referendum before annexation and to hold a referendum before beginning an urban renewal project. Burrows had been asked to serve on the Municipal Facilities Committee but declined to serve. [2]
