Greg Harper is the chief of environmental services for Albemarle County. His responsibilities include developing and administering water resource programs, reviewing MS4 (Municipal Separate Storm Sewer System) permits, inspecting dam compliance, handling drainage issues, coordinating demonstration projects, and addressing general inquiries.[1] Harper also serves on the Technical Advisory Committee to the Rivanna River Basin Commission.[2] In 2008, Harper challenged the 2055 water demand estimates generated by the Rivanna Water and Sewer Authority,[3] igniting a controversy about the 50-year water supply plan for the county.[4]
