Elmer Irving Carruthers, Sr. (1874-1951) was a onetime clerk of the council, city auditor and former bursar at the University of Virginia.

Born on April 22, 1874 in Loudoun County, son of Joel and Sarah Thomas Carruthers. After graduation from high school, he took a course in accounting at Columbia College in Washington, D. C.

After moving to Charlottesville in 1896, he entered the employment of Charles King and Sons, wholesale grocers, a position he held until 1903, when he became a teller in the Albemarle Bank. He served as Clerk of the Council and for ten years he served as city auditor. On October 1, 1912, he was chosen bursar at the University of Virginia, a post he held for 35 years. Carruthers took an active interest in community affairs – in club, church and Y.M.C.A. activities. At various times he was president of the local Kiwanis Club. In church he served for 25 years as superintendent of the Sunday School at Christ Episcopal Church and was a long member of the vestry. In State Sunday School work he was instrumental in development of week-day religious education, influencing the churches to establish study groups to help children secure State credit for Sunday School work.

On November 7, 1900, Mr. Carruthers married Miss Ellie R. Jordan, of Haymarket, Prince William County. They had three sons, Elmer Irving Carruthers, Jr., Thomas M. Carruthers and Edward J. Carruthers.

E. I. Carruthers retired in 1947 and died on November 23, 1951 (aged 77). Burial was at the University of Virginia Cemetery.
