E. V. Walker served as city attorney in 1930, when he replaced John S. Graves. Walker was elected as Albemarle County Commonwealth's Attorney in 1939. He was up for re-election in 1943. [1]

Notable events
Shortly before the United States entered World War II, Walker was named by Governor James H. Price as a member of the Northern Virginia Regional Defense Council. [2]
