Cville Plans Together
Cville Plans Together is the name of an initiative coordinated by Rhodeside & Harwell to update Charlottesville's affordable housing plan, Comprehensive Plan, and zoning code.
- The Affordable Housing Plan was adopted on March 1, 2021.
- A new Comprehensive Plan was adopted on November 15, 2021.
- Council adopted the new zoning code on December 18, 2023 after weeks of their own review following the Planning Commission's recommendation for adoption. [1] [2]

- March 30, 2021 – The Future Land Use Map goes before the Charlottesville Planning Commission. [3]
- November 15, 2021 – Charlottesville City Council adopts Charlottesville Comprehensive Plan update as part of the Cville Plans Together initiative [4]
- December 15, 2021 – An anonymous group of Charlottesville property owners files suit against the city for adopting the new Comprehensive Plan [5]
- March 7, 2022 – City Council are briefed on plan to spend additional money to Rhodeside & Harwell for additional studies related to the development of the new zoning code [6]
- August 26, 2022 – Charlottesville City Court Judge Claude Worrell dismisses three of four counts in the Doe v. Charlottesville City Council case [5]
- Summer 2022 – Open house at the Charlottesville Pavilion [7]
- May 23, 2023 – City Council and the Planning Commission have a four hour work session on the draft zoning map [8]
- May 28, 2023 – Rhodeside & Harwell releases final module of the draft zoning [9]
- September 14, 2023 – Charlottesville Planning Commission holds public hearing on Development Code [10]
- December 5, 2023 – A public hearing is scheduled before City Council on December 5, 2023.

Background
The Charlottesville Planning Commission began an update of the city's Comprehensive Plan in 2017 but momentum stalled in the summer of 2018 when there was a disagreement on the level of additional building intensity that should be called for in the Future Land Use Map.
In February 2019, Council voted to authorize nearly $1 million in funding to hire a consultant to craft an affordable housing plan, finalize the Comprehensive Plan, and rewrite the zoning code. [11]
Rhodeside & Harwell were the sole firm to respond to a request for proposals issued by the City of Charlottesville on June 24, 2019. [citation needed]
