Charlottesville Affordable Housing Investment Program (CAHIP) was established to assist city residents in finding affordable housing.

City Councilor Dave Norris calls this program his "first major legislative proposal."[1] The Program was one of the recommendations of a City Council committee appointed in August 2006[2]

The City has spent over $2 million on this fund, helping agencies such as the Piedmont Housing Alliance, Albemarle Housing Improvement Program (AHIP), Region 10, the Jefferson Area Board for Aging and the Dogwood Housing Limited Partnership.<ref> Charlottesville Tomorrow, "City Council debates options for investing affordable housing money," 4/25/2008.Cite error: The opening <ref> tag is malformed or has a bad name
