The Charlottesville-Albemarle Community Action Organization existed in the 1960s to manage anti-poverty projects utilizing federal funds. The CAO had six sponsoring bodies: Charlottesville City Council, the Albemarle Board of Supervisors, Charlottesville School Board, Albemarle County School Board, United Givers Fund, and the Community Planning Council.[1]
