The Albemarle Neighborhood Association was an organization that sought to improve the quality of development in Albemarle's urban areas. One of their represenatives, Tom Loach, presented their list of ideas to the Albemarle Board of Supervisors in September 1996. [1]

In November 1996, this group presented a list of growth management recommendations to the Board of Supervisors. [2]

  • Recommendation #1 was to Limit Speculative Development.
  • Recommendation #2 was to Develop a Purchase of Development Rights program.
