It was approved by City Council 4-1 on October 7, 2013 (Kathy Galvin dissenting).[1] As of September 2014, developers CMB Development and Woodard Properties had not submitted a site plan to the Planning Commission.[2]

The Martha Jefferson Neighborhood Association expressed opposition to the proposal, citing traffic on Locust Avenue.[3]

The previous occupant of the site, ABC Preschool, moved to 1015 E Market St in preparation for the construction.
