On April 3, 2013, Dennis Rooker announced he would not seek a fourth term for the Jack Jouett Magisterial District. Instead, he endorsed fellow independent Diantha McKeel.[3]
McKeel faced fellow independent Phillip Seay in the general election.[4]

There are two City Council seats and three school board seats up for re-election. There will also be elections for City Treasurer and Commissioner of Revenue.
City Council
The Charlottesville City Council seats held by Dave Norris and Kristin Szakos were up for reelection. Szakos won re-election, and Bob Fenwick won election after two unsuccessful runs by an independent. [2]

- Szakos announced her candidacy for a second term on February 14, 2013.[22] At the time, she was introduced by Wes Bellamy, who said he would not be a candidate.
- Wes Bellamy changed his mind and announced his decision to run on March 13, 2013.[23]
- Bob Fenwick, a former Republican who ran as independent in 2009 and 2011, ran as a Democrat in the spring of 2013.[24]
The two other Democratic candidates for the June 11 primary were:
- Melvin Grady, a teacher at Buford Middle School.[25]

Republican resurgence
On April 25, 2013, retiring police sergeant Mike Farruggio and attorney Buddy Weber announced they will run as Republicans. This will be the first time the party has run multiple candidates since 2000.[29]

No Charlottesville School Board races are contested. Up for re-election are Juandiego Wade, Leah Puryear, and Ned Michie.

Special election for treasurer
Judge Edward Hogshire ruled that the city must hold a special election for treasure and it was held on April 2, 2013.[33] The Charlottesville Democratic Committee has chosen to hold a firehouse primary to choose its nominee.[21] Jason Vandever defeated John Pfaltz with 75 percent of the vote.[34]
Commissioner of Revenue
Two Democrats sought the nomination to succeed Lee Richards as commissioner of the revenue. Jonathan Stevens and Todd Divers were the two candidates vying to be the winner in the June primary.[19] Divers defeated Stevens.[35]
Divers won election, defeating two independent candidates.[citation needed]
