Charlottesville

There was a Democratic primary for City Council on April 3, 1962, the first Tuesday of April. J. Earl Barnett challenged the incumbents Louis L. Scribner and J. Robert Ponton. [1]

In the primary, 1,857 Democrats went to the polls. Scribner received 1,368 votes, Ponton received 1,064 votes and Barnett received 907 votes. [2]

The general election for Council was on June 12, 1962, a rainy day in which 2,551 citizens went to the polls. Also on the ballot was a referendum on a $3 million bond to help pay for expansion of the water supply that was approved on a margin of two thirds to one. Republican Fred W. Early placed third. [3] It was the first time that a Republican candidate’s heaviest vote came in the traditionally Democratic First Ward. In every other election for which records were available, the heaviest vote – in numbers – for a Republican candidate had always been in the Fourth Ward, the city’s largest. The Daily Progress wrote an article that analyzed various statistics with this election. [4]

Each voter could vote for up to two candidates in the 1962 election.
