Elections for Charlottesville City Council were held in 1948. Three of five seats were up for election. The general election was held on June 8, 1948. [1]


Democratic Primary

The Democratic primary was scheduled for April 6, 1948.

Fred L. Watson announced in late January he would not seek re-election. [2] Incumbents J. Emmett Gleason and Charles P. Nash also opted not to run.

The total registration for the primary was 6,587 voters. [3]

The League of Women Voters canceled a scheduled pre-primary forum in April due to a lack of interest from candidates. [4]

The Daily Progress reported that the primary season was "unusually quiet" despite the large field. The newspaper also reported low turn-out on the day of the primary. [6]

Over 2,000 voted in the primary. Hamm, Haden and Brown were the top three vote-getters. Etheridge placed fourth, followed by Daniel, Coles and Barnett. [7] [8]

The Daily Progress lamented in an editorial about the low-turn out and pointed out that the winners of the Democratic primary tended to be elected in the general election. [9]

General Election

The election was the first in many years in which Democratic candidates faced opposition in the general election. [1] Republican James Barr III ran as an independent under the Independent Citizens Association. [10] His backers urged a "single-shot" approach in order to get him elected above the three Democrats. [11]

On the day of the election, turn-out was higher than expected with 868 votes cast by noon. [12]

When the 2,343 votes were counted, Hamm ended up with the most votes with 1,443 ballots cast. Barr came second, narrowly edging out Brown. [13]

Strother F. Hamm led the ticket, polling 1,433 votes. Henry A. Haden was second, gathering 1,358 ballots. James M. Barr, III polling an unofficial vote of 1,255 as against 1,244 cast for his nearest opponent, Harry J. Brown.[14]
