The Meadowcreek Parkway Interchange is an element in the development of the city's portion of the Meadowcreek Parkway. Preliminary engineering work is ongoing, with the selection of a final design alternative slated for early 2008. Costs for the project range between $33 to $37 million. The majority of funding comes from an appropriation of federal funds announced in 2005. This came from an earmark from Senator John Warner (R-VA).

The City of Charlottesville is overseeing the project.

The project's stated purpose is:

#To enhance transportation mobility for local residents
#To safely accommodate projected future traffic volumes
#To accommodate and enhance pedestrian and bicycle needs in the project area

History
On February 18, 2003, City Council heard a report from NDS Director Jim Tolbert regarding an RFP that was being issued to study possible intersection designs for where the Meadowcreek Parkway would meet the Route 250 Bypass

In the late 1990's, he stopped the development of a big box store north of I-64 between Fifth and Avon street out of a love of the trees on the site. However, the Board approved the Fifth and Avon Center on March 12, 2008.
Sally Thomas (I) has represented the Samuel Miller District on the Albemarle County Board of Supervisors since 1994. She first won election to the board in 1993 as a write-in candidate, and was also unopposed in 1997, 2001 and 2005. She announced she would not seek a fifth term on April 8, 2009

Biography
Thomas grew up in a small town in Oregon and has B.A. and M.A.T. degrees from Harvard/Radcliffe in Government and Education. She and her husband, George Thomas, have lived here since 1963, raising two daughters who attended County schools.

Before being elected in a write-in campaign in 1993, Thomas was Director of Governmental and Community Relations at the University of Virginia. Thomas served on the Albemarle County School Board and was president of the local League of Women Voters. Thomas was also appointed to the Albemarle County School Board as the At-Large member during 1980-1983.

Election history
Thomas has represented the Samuel Miller district since 1994 when she won the 1993 election in a write-in campaign over Carter Myers by a margin of 192 votes. In all elections since, Thomas has run unopposed.

“I originally ran to give Samuel Miller voters a choice when only one name was on the ballot,” said Thomas. “Since then, I’ve been privileged to serve those voters and all the residents of Samuel Miller and the County....I love the job and the responsibility that the voters have given to me, but sixteen years probably is as long as one should stay, so I won't be running for re-election this November."

Rural area protection
In Charlottesville Tomorrow’s 2005 election Voter Guide, Thomas said protecting the rural area would be her top priority in another term on the Board. In December of 2006, Thomas published an open letter with her recommendations on how to address the County’s goals of preserving its rural fields, farms, and forests from residential development.
| purpose =Handle increased traffic from development along Jarmans Gap area. Improvements will take place in the 1.5 mile stretch between the intersection of Crozet Avenue (Rt. 240) and just east of Lane Town Road (Rt. 684). Improvements include sidewalks and bike lanes from Route 240 to the Grayrock neighborhood and a widened shoulder on the remainder.
| status-desc =VDOT reported in November 2007 that the project has been split into two phases. The first phase will be "from Route 240 to about 0.5 miles east of Route 684" and is now scheduled for advertisement in November of 2010. However, Allan Sumpter warned the Board of Supervisors on January 7, 2009, that the project could be $2 million short due to additional cuts in VDOT's secondary road allocations to localities. As of June, 2009, the Right of Way phase was approved and advertisement for construction is planned for January 2011.
Part of Crozet Master Plan, VDOT handling design, a priority on County’s Secondary Six-Year Improvement Program.

According to a staff report prepared for the Board of Supervisors in advance of a March 12, 2008 public hearing on the Six Year Secondary Road Plan, the project has received $6,789,407 in funding from VDOT over previous years. That includes $993,400 in VDOT revenue sharing funds. The balance remaining is $7,865,385. Project may be pushed back further due to continued reductions in state and federal transportation revenues.
The Southern Parkway is a proposed connector road to connect Fifth Street and Avon Street in Albemarle County. The current estimated cost is $6,200,000, and the project is currently being overseen by the Virginia Department of Transportation.

The stated purpose of the road is to provide an additional alternative for east-west transportation between 5th Street and Avon south of I-64

Status
The Southern Parkway is on Albemarle County’s Secondary Six-Year Improvement Program, and is eligible for revenue sharing. The project is not yet at the stage where a public hearing is scheduled. This road project is less of a priority now that the producers of the Fifth and Avon Center have agreed to build a road called the Bent Creek Parkway as part of the conditions of receiving a rezoning. As such, the Southern Parkway was moved to a list of "vision" projects in UNJAM 2035. However, that time has since passed and a meeting has yet to be scheduled.

However, the future of the road's alignment is in question due to the recent announcement by Regal Cinemas that they plan to upgrade and expand the Seminole 4 movie theater.. According to the MPO, design is underway. However, sufficient state and federal funding is not expected for the Hillsdale Drive project until 2015 at the earliest.

Regal Entertainment Group announced plans in May 2009 to build a major upgrade to its Regal Cinema 4 theater behind the K-Mart shopping center. Plans include expansion into the parking lot to add five additional screens, new stadium seating & digital projection equipment. However, the existing theater had been expected to be demolished, at least in part, to make way for the $30.5 million Hillsdale Drive Extension project connecting Hydraulic Road through the Seminole Square Shopping Center to Hillsdale Drive..
Andrew Williams, 22, is a student at Piedmont Virginia Community College and a full-time employee of State Farm Insurance.
At his campaign announcement, Williams said his youth would allow for a “new perspective” on City Council but said he understood that his independent campaign would be an “uphill battle.” He pledged to visit all 8 of the City’s precincts to build a grass-roots campaign dedicated to the interest of “students and their families” as well as the working class. Acknowledging that his campaign is in its infancy, Williams said he would be listening to voters in order to develop positions on the issues facing the City. He said public safety will be a major theme of his campaign. A further statement from his campaign regarding his positions will be issued within the next two weeks.

“I have to go and speak with as many people as possible in the City to figure out what are the major concerns that people focus on this year, and this day,” Williams told the media. “I believe that it is very important to look at how the City allocates funds and to scrutinize management of the budget.”
Kristin Szakos is a candidate for Charlottesville City Council. She announced in February 2009 that she would run as a Democrat seeking one of two available seats on Council. Szakos ended up facing incumbents Dave Norris and Julian Taliaferro in the first-ever “unassembled caucus” held by the Charlottesville Democratic Party on May 9, 2009. Szakos won the nomination along with Dave Norris.

Szakos has been a Charlottesville resident since 1994 fact. She is married to Joe Szakos and has two daughters. She currently lives with them in Locust Grove. She was president of the Burnley-Moran PTO, served on the city Special Education Advisory Committee and the board of the Charlottesville NAACP, and currently serves on the Trinity Episcopal Church Vestry. A former journalist, Szakos has spent the past two years as Volunteer Coordinator for the 2008 Obama presidential campaign in Charlottesville.

At her campaign launch, Szakos told a crowd of supporters that she had never considered herself a potential candidate for political office until experiencing the Obama campaign. “I never thought that I’d want to run for office,” said Szakos. “Yet here I am and I am feeling really good about it.”

Szakos said the intends to channel the energy from the Obama campaign into local issues at City Hall. “We need to talk about why there are still such great gaps in opportunity and education in Charlottesville, and work hard to close them,” said Szakos. “We need to speak out about inequality in a town as seemingly progressive and prosperous as ours, and we need to work to change it.”
Szakos identified the following items as her campaign pledge:

*Make City government more responsive to under-served neighborhoods
*Get people involved in the decisions that affect their lives
*Listen to all perspectives and strive to find common ground
*Find new and creative solutions to persistent community problems
*Find new ways to save money and reduce energy consumption, and
*Use “people power” to bring needed change
Biography
Paul Long is an independent candidate for Charlottesville City Council in the November 2009 general election. He has worked in a number of hospitals and healing care facilities, both in professional and semi-professional jobs. He has also supported himself as a free-lance writer, worked in restaurants, done sales, and worked in customer service for Fortune 500 companies.

2009 Election
On June 9, 2009, Venable resident Paul Long joined the Charlottesville City Council race on the eve of the filing deadline for independent candidates. Long has lived in the area for eleven years, having moved to Charlottesville in February 1998 from the Philadelphia area to assist with medical care for a family member. Since relocating to Charlottesville, Long has been an employee of the UVa Medical Center where he works in the Transportation Department assisting with patient transportation in and around the hospital.

In an interview with Charlottesville Tomorrow, Long said he was inspired in part by the City Council candidacy of Andrew Williams (I), a twenty-two year old PVCC student and State Farm employee. "If this young guy can do it, I should do it too," said Long.

Long said there were three issues that would be central to his campaign for Charlottesville City Council: decriminalizing drugs; creating the proposed Regional Transit Authority (RTA) and expanding it to surrounding counties; and providing greater revenues to local non-profits working to support homeless residents.

Decriminalizing drugs will be Long’s top priority if elected. Long said he has eight years experience as an addiction counselor. "Drug use should be treated as a public health issue, as opposed to a matter for the criminal justice system," said Long.

Long also says he will bring significant experience in transportation policy to City Council as a result of his fourteen years of work as a citizen involved with the Southeastern Pennsylvania Transportation Authority. In Pennsylvania’s Tinicum Township, Long was appointed by the town as a “citizen watchdog” for the authority’s meetings because of his advocacy for public transportation.

“I am a great believer in the public transportation system,” said Wood. “I think the Regional Transit Authority (RTA) is a good idea, but surrounding counties should be invited to join as well.” Long also plans to lobby for increased bus service on Sundays and on holidays. Long has never learned to drive a vehicle and relies on public transit in Charlottesville.

Campaign policy positions
McIntire Park
*Fenwick is opposed to the building of the YMCA on the western end of Park, the temporary displacement of the Dogwood Festival, as well as the potential removal of a public wading pool that could be displaced by the Parkway’s interchange with the Route 250 bypass.

Meadowcreek Parway
*Fenwick held a forum on July 19 2009 detailing his opposition to the Meadowcreek Parkway.

Community Water Supply Plan
*Fenwick also said he was a supporter of adding dredging into the community water supply plan.

Economic Development & Jobs
*Another important issue Fenwick said he would promote is economic development. He told the media at his campaign launch that he will announce specific steps he would like to see the City take in order to create jobs.
*At a press conference at his home on July 2, 2009 he shared his three-part platform for promoting local job growth. Fenwick recommends:
#encouraging people to buy homes,
#hiring people to operate and repair City infrastructure,
#and providing tax relief for new businesses..
