Percentage calculation

So we should have this footnote when we have multiple seats up for grabs. However, I'd like to improve it to explain how the percentages are actually calculated. They are correct per the cited source, but they don't make any sense to me. I can't figure it out quickly; who knows how this works? B.S. Lawrence 11:59, 24 June 2009 (EDT)
