Usage

Use this to create citations for Charlottesville City Council ordinances, resolutions, and appropriations from the bound volumes archived on weblink.charlottesville.org.

This is the main template. {{resolution-citycouncil}} and {{appropriation-citycouncil}} are convenience wrappers that set type= automatically.

Parameters

type

The legislation type: ordinance (default), resolution, or appropriation. Controls the citation title text. You do not need to set this parameter when using {{resolution-citycouncil}} or {{appropriation-citycouncil}}, which set it automatically.

docid

The document ID for the bound volume on weblink.charlottesville.org. The URL is constructed as https://weblink.charlottesville.org/Public/0/doc/{docid}/Page{page}.aspx. See #Document IDs below for lookup tables.

page

The page number within the bound volume. Defaults to 1 if not specified.

year

The year of the bound volume. Used in the citation title when no legislation number is provided, and as a fallback publish date when when is not set.

when

The date the legislation was adopted (e.g., "March 15, 1976"). Used as the publish date. Falls back to year if not provided.

number

The legislation number (e.g., "86-6-1" for a resolution, "91-4-1" for an appropriation). When provided, the citation title becomes "Charlottesville City Resolution 86-6-1". When omitted, the title defaults to "Charlottesville City Ordinances, {year}" (or Resolutions/Appropriations as appropriate). Numbering conventions vary by era; not all legislation has a number.

url

Optional full URL override. When provided, overrides the automatically constructed URL from docid and page. Use this for documents that don't follow the standard URL format.

accessdate

The date the source was accessed.

Ordinances

Ordinances are available from 1904 to 2009. Earlier ordinances (1904–1977) come from four bound ordinance books that were later split into per-year documents. Later ordinances (1976–2009) are separate per-year bound volumes. For years with overlapping coverage (1976–1977), the per-year bound volumes from the "Ordinances 1976-2009" series are generally preferred.

From 2010 onward, ordinances, resolutions, and appropriations are bundled into per-meeting certified documents rather than per-year bound volumes. These documents are available on weblink.charlottesville.org but their document IDs vary per meeting and are not listed here. This template still works for them—use the docid and page parameters as usual, or pass the full URL via url.
