What day was the City Council meeting?

I would like to include an item about City Council approving scrapping 300 tons of trolley rail for war efforts, but I am not sure if it happened on September 22 or September 23. The way I do the review of the Daily Progress is to go the archives on the University of Virginia Library website and search the next day. Usually articles are clear in identifying what day the action took place but in this one it's not clear. Any thoughts?

In 1942, council's Regular Sessions were held on the 1st and 3rd Monday of every month (3rd Monday of Sept. 1942 fell on the 21st).Jmh6d (talk) 22:42, 23 September 2022 (EDT)
