South First Street at 900‐1000 1st Street S

South First Street at 900‐1000 1st Street S also referred to as 1st Street South Apartments is a planned multi‐family residential development at 900‐1000 South First Street, near the intersection of South First Street and Hartman's Mill Road within the city limits. The site is owned by Charlottesville Redevelopment Housing Authority (CRHA). Riverbend Development, Inc., acting as agent for CRHA, is requesting approval of this major subdivision with a goal of breaking ground on in December of 2019.

The approximately 11.99 acres site is proposed to be developed in a total of (5) phases. The redevelopment of the site is to provide a (low income) residential apartment development containing 63 apartment units, a community resource center and a library.

These new public housing units will be operated by Charlottesville Redevelopment and Housing Authority (CRHA), the same group that operates Crescent Halls.

Timeline

  • The applicant has submitted four (4) prior versions of the proposed plat;
  • A proposed subdivision submitted for presentation to the Charlottesville Planning Commission at their Tuesday, March 5, 2019 regular meeting. CRHA was seeking approval of the application to re-classify the field along South First Street as a subdivision and thereby allow extension of public utilities to the site.[1]
  • *March 5, 2019: The Charlottesville Planning Commission met and approved the application to classify the development as a subdivision.
