South First Street

South First Street was originally built as a 58-unit public housing site to be owned and operated by the Charlottesville Redevelopment and Housing Authority. The apartments opened in 1981. [1]

A first phase of redevelopment is expected to be completed on time and on budget. An application for Low Income Housing Tax Credits for a second phase is expected to be made in March 2022. [2]


There are two phases of redevelopment in the planning stages at South First Street that will add a total of 142 subsidized units at the site. This is estimated to have a total cost of about $38 million. [3] [4]

First phase

The first is a by-right development of vacant land at the intersection of South First Street at Hartmans Mill Road that will see 63 new units. The roofs two of the three buildings had been installed as of October 2021. [5]

Council considered the sale of bonds to fund the first phase of redevelopment at its meeting on September 8, 2020. [3]

Second phase

The second would replace the existing 58 units with 113 multifamily units, as well as a 7,000 square foot community center and 3,000 square feet of office space. [6]

Charlottesville City Council approved a special use permit and a critical slopes waiver for the second phase at their meeting on January 6, 2020. [7]

On February 18, 2020, Council voted on a resolution confirming the city has committed $3 million in grants to the second phase. [8]

Work is underway to prepare the site for redevelopment, including the filing of the necessary paperwork to demolish existing buildings. [5]

As described by a resident, Annette M. Brock, the redevelopment process actively involved residents.[9]
