The City of Charlottesville completed a project to add side-walks, bike lanes and drainage improvements to Old Lynchburg Road in the City of Charlottesville in 2014. The scope of the project originally ran from Old Lynchburg Road's intersection with Jefferson Park Avenue Extended to the city limits at Azalea Park but the scope was reduced to Middleton Drive. Instead, an informal bike lane was to have been built from Middleton Drive to the park[1].
History
At least $1 million in funding for the project had been expected to come from a proffer Albemarle County received during the Biscuit Run rezoning. That meant the city had to make up the funding. [2]
At its meeting on June 21, 2010, Mayor Dave Norris asked Council if they would consider reallocating money from the Capital Improvement Program to fund the project's construction. Months later, budget staff recommended allocated $2 million to the FY2012 CIP to accrue all funding so the project could proceed. [3]
Neighborhood Development Services Director Jim Tolbert told the planning commission at their meeting on December 14, 2010 that he hoped the design will be final by July 2011 allowing construction to start soon after. [4]
Construction bids were advertised in the fall of 2012 and the lowest bidder was Finley Asphalt and Paving. The contract work was originally expected to begin in August 2012, and finish in February 2013, although these dates would ultimately be inaccurate, and the expected construction date shifted to November 2013. - May 2007 – Concept introduced to Fry's Spring Neighborhood Association at neigborhood meeting[6].
- June 21, 2010 – City Council receives progress report from City engineer Tony Edwards.
- October 29, 2012 – Construction bids opened.
- November 2013 – Construction expected to begin.
