John D. Lynch is the administrator of the Virginia Department of Transportation's Culpeper District.

Background
Lynch received a bachelor's degree in Civil Engineering from the University of Delaware and completed a Master of Science in Civil Engineering from George Mason University in the spring of 2004.
Before coming to the Culpeper District, Lynch served as regional transportation program director for VDOT’s Northern Virginia Megaprojects and the Woodrow Wilson Bridge Project Manager.
He joined VDOT in October 2003. Before that, he worked in the private sector for more than 20 years. [1]
