Harry Lyle Garth was appointed to the Albemarle County School Board in January 1960 to represent what was then known as the Ivy Magisterial District. Garth was nominated by George C. Palmer II to replace H. V. Herold.

In 1963 Garth was fired from the school board, along with other members, for opposition to court-ordered desegregation. That year he ran in the 1963 election against George Palmer for supervisor, but lost.[1]
