Four Party Agreement
The Four Party Agreement first took effect in 1973 when the City of Charlottesville, the Albemarle County Board of Supervisors, the Albemarle County Service Authority and the Rivanna Water & Sewer Authority agreed on a management structure for a jointly operated water and sewer system.
