Flint Hill is a planned housing development to be constructed in the city limits. Located in the Fry's Spring neighborhood, Habitat for Humanity of Greater Charlottesville has partnered with Southern Development, and will build 30 percent of the units. Southern Development will construct the shells of the Habitat units, while Habitat will assume control over completion and purchase the related land at a discount.

2019 Application
- May 14, 2019 – Joint public hearing is held. Planning Commission fails to approve a motion to approve on a 4-3 vote. Applicant requests a deferral, granted on a 6-1 vote.[1]
- June 11, 2019 – Planning Commission votes 6-0 to approve (Absent: Green), following changes to the Flint Dr/Keene Ct intersection, clarifications on the critical slope waiver application, and a proffer amendment indicating that the proposed parkland would be donated at no cost to the city.[2]
- July 1, 2019 – City Council approves waiver of street closing policy 4-1 (No: Walker), but votes 4-1 against forwarding the rezoning, critical slopes, and street vacation items to the next meetings' consent agenda (Aye: Signer), over concerns about internal roads and the type of affordable housing. The developer requests a deferment to the August 5, 2019 meeting to return with a stronger affordable housing proffer. Councilors also requested architectural revisions and quality of life components.[3][4]
- August 5, 2019 – City Council votes unanimously to deny the application.[5]
2020 Application
- June 9, 2020 – Joint public hearing is held. Planning Commission unanimously recommends approval.[6]
- July 20, 2020 – City Council holds a first reading, carrying it over to the next meeting's consent agenda.[7]
- August 3, 2020 – City Council approves the rezoning.[8]
