Biographical Information

Democrat Elizabeth "Bitsy" Waters served as Mayor of Charlottesville from 1988 to 1990. She has also been a member of the Charlottesville Tree Commission. [1]

Achievements

In 2006 Hook article, Waters claimed to be the first Mayor to deliver a presentation to the University of Virginia Board of Visitors. [2]

During a gathering of former mayors and vice mayors in September 2015, Waters said crack cocaine had been a major issue during her term on Council. [3]
