The Development Initiative Steering Committee was created to advise the Albemarle County Board of Supervisors on land-use reforms. The County adopted the DISC I report in 2001,[1] and convened a second round, called DISC II to advise the Board on how to implement it. One of the recommendations was that the County adopt a Neighborhood Model form of development for new residential communities.
