Cville Plans Together
Cville Plans Together is the name of an initiative coordinated by Rhodeside & Harwell to update Charlottesville's affordable housing plan, Comprehensive Plan, and zoning code.
- The Affordable Housing Plan was adopted on March 1, 2021.
- A new Comprehensive Plan was adopted on November 15, 2021.
- Council adopted the new zoning code on December 18, 2023 after weeks of their own review following the Planning Commission's recommendation for adoption. [1] [2]

Background
The Charlottesville Planning Commission began an update of the city's Comprehensive Plan in 2017 but momentum stalled in the summer of 2018 when there was a disagreement on the level of additional building intensity that should be called for in the Future Land Use Map.
In February 2019, Council voted to authorize nearly $1 million in funding to hire a consultant to craft an affordable housing plan, finalize the Comprehensive Plan, and rewrite the zoning code. [5]
Rhodeside & Harwell were the sole firm to respond to a request for proposals issued by the City of Charlottesville on June 24, 2019. [citation needed]
