Charlottesville Water Resources Protection Program

The Charlottesville Water Resources Protection Program is one tool the city is using to comply with efforts to reduce pollution in the Chesapeake Bay watershed. It is paid for by a stormwater utility fee enacted by City Council in February 2013. [1]

Background

Council was originally asked to enact the fee in 2009 but Council did not approve it until February 2013 when members voted 4-1 to go forward. Property owners are charged at $1.20 per 500 square feet of impervious surface on their land. The fee is billed twice a year. [1]

Revenue generated goes to a stormwater utility fund and can only be spent on repairing or replacing stormwater pipes, capital projects that reduce stormwater pollution, drainage improvement projects and on the development of a city-wide master plan to implement the Chesapeake Bay TMDL.

Revenue

The first billing cycle was between January 1 and June 30, 2014. The city billed $950,110 and collected $939,415.

Potential projects

Potential projects can be funded through the program's Water Quality Incentive Program and the Charlottesville Conservation Assistance Program. By the end of 2014, the CCAP program received 17 applications from city residents. [2]
