- 1917 – President Woodrow Wilson asked a special joint session of the United States Congress for a declaration of war against the German Empire.
- 1942 – An order of the Secretary of War establishes the institution "to be known as the School of Military Government" at the University of Virginia.
Births
- 1854 – Benjamin Tonsler is born into slavery near Earlysville. An influential educator throughout his adult life, Tonsler became a prominent leader in Charlottesville's Black community and served as the namesake of Tonsler Park.
- 1877 – Yan Huiqing is born in Shanghai. A diplomat and politician who successively worked under the Qing dynasty, the Republic of China, and the People's Republic of China (most-notably serving as the acting president of the ROC in 1926), Huiqing studied political science at the University of Virginia and became the first international student to graduate with a bachelor's degree from the university. Yen House, one of the constituent residential buildings of UVA's International Residential College, was renamed after Huiqing in 2017.
