American Rescue Plan Act

The American Rescue Plan Act became law on March 11, 2021 after narrow votes in the U.S. Congress. [1] This provided funding to local and state governments across the country to assist with recovering from the COVID-19 pandemic.

HOME-ARP

In addition to the funding provided to localities, funding was available to planning district commissions. In September 2023, localities in the Thomas Jefferson Planning District Commission were notified that they would be sharing $2,452,270 in HOME-ARP funds throughtie participation in the HOME Investment Partnerships program. Charlottesville was to receive an additional $347,404 to support the development of affordable rental units within city limits. This funding was split between Community Services Housing ($67,361) and the Piedmont Housing Alliance for their redevelopment of 1025 Park Street ($280,043.92). [2]
