Albemarle County Capital Improvement Program
The Capital Improvement Program (CIP) serves as a guide for Albemarle County expenditures on major capital facilities and equipment needs over the upcoming five-year period. It is based on the "physical needs" of the County as identified in the Community Facilities Plan, which is a section of the County’s Comprehensive Plan.
The CIP is first reviewed and approved by the Albemarle County Planning Commission and then recommended to the Albemarle County Board of Supervisors for their approval. The BoS subsequently approves the program and the annual CIP budget for projects to be funded in the upcoming fiscal year. The planning cycle operates on a two-year timeframe. The first year involves the assessment of all projects and development of the complete CIP; while the second year of the cycle only addresses amendments and refinements of the CIP needed to accommodate urgent or emergency projects and updated cost estimates.
