StarBase Alpha was a laser tag arena whose desire to offer dancing for teens sparked a 1998 discussion in Albemarle County about dance-hall permits. Owner Robert C. Colley said he was trying to offer teenagers something to do. However, the existing ordinance at the time was "antiquated" according to attorney Larry Davis because a special use permit was required for any business that advertised or offered dancing. A new draft of the ordinance would require spaces that offered dancing for teens to have rules, allow police on site and to hire security officers. Supervisors asked Davis to revise his proposal.
