The plan called for 15 projects to be conducted after World War II ended. These included the routing of U.S. 29 and U.S. 250 through the city, a street across the Southern Railroad near Bingler's Crossing, a Southside highway, a street from 14th Street to Johns Street and Page Street, a connection between Preston West Main Street Avenue near Third Street and additional entrances to Scott Stadium.
