U.S. Cool Counties Stabilization Declaration

Albemarle County Board of Supervisors endorsed the Cool Counties resolution in December 2007 that commits the County to a goal of reducing carbon emissions by 80 percent by 2050, or an average annual reductions of 2 percent.^[1]

A similar resolution, known as the U.S. Conference of Mayors Climate Protection Agreement was passed by Charlottesville City Council in July 2006.^[2]

On September 7, 2011, the Albermarle County Board of Supervisors voted 4-2 to rescind its adoption of the Cool Counties initiative (Boyd, Dorrier, Snow, and Dorrier in favor; Mallek and Rooker opposed).

Opposition to County participation was raised by the Jefferson Area Tea Party in previous months along with its request for the BOS to cancel membership in ICLEI (International Council for Local Environmental Initiatives). At the June 8, 2011 ACBOS meeting, the supervisors voted to discontinue membership in ICLEI but opted to suspend a vote on Cool Counties pending an anticipated report by LCAPP (Local Climate Action Planning Process).

Several members of the Jefferson Area Tea Party addressed the supervisors on September 7 to oppose Cool Counties, including JATP chairwoman Carole Thorpe and Dr. Charles Battig. Dr. Battig also narrated a Power Point presentation.

While the BOS voted unanimously in support of LCAPP's recommendation, the vote to break with Cool Counties soon followed. ^[3]
