Randy Bickers was the executive director of the Charlottesville Redevelopment and Housing Authority from 2008 - 2011. He stepped down from the notoriously high turnover agency in October, 2011, citing health impacts. Under his direction, the CRHA was taken off of the United States Department of Housing and Urban Development's list of "troubled" agencies and began a project to redevelop all of the city's public housing.[1] Hosea Mitchell, the chair of the CRHA's Board of Commissioners, has called Bickers "probably the best executive director we have ever known."[1]
