Ivy Materials Utilization Center
The Ivy Materials Utilization Center (MUC) is a waste transfer station, a facility for trash aggregation before transfer to a landfill. It is owned and operated by the Rivanna Solid Waste Authority.
Various types of material are accepted for disposal from citizens and businesses of Albemarle County and the City of Charlottesville. Municipal solid waste (household waste) and construction waste is collected at the transfer station and transported by truck and trailer to an offsite landfill. We recycle in the region using Sonoco, Emanuel Tire, and Amerigas.
Location
The MUC is located at 4576 Dick Woods Road, Charlottesville, VA 22903, on the site of the former Ivy Landfill, which filled in 1998 and was closed in 2001 under pressure from a community lawsuit. [citation needed] [1][dead link]
Upgrades to Ivy Transfer Station
On November 4, 2015, Albemarle County Board of Supervisors approved a plan to upgrade the Ivy Transfer Station. [2]
In August 2016, the Rivanna Solid Waste Authority Board of Directors approved SCS Engineering to design the new transfer station. [3]
The new transfer station was designed to meet all current regulatory requirements for solid waste handling, maximize the existing infrastructure, improve traffic flow, and potentially expand recycling services, while retaining existing services, including “tag-a-bag” household waste disposal, mulching, and special collections of hazardous waste and bulky items. The new enclosed facility will be located on the western portion of the site and will continue to use the existing entrance and scales.
In the summer of 2021, the RSWA sought permission from the Virginia Department of Environmental Quality to increase the daily tonnage limit from 300 tons to 450 tons. [4]
Timeline
- Preliminary design completed January 2017.
- Accepted construction bids August 3rd, 2017.
- Received approval for Albemarle County site plan and water protection ordinance permit August 8, 2017.
- Board approval of construction award September 2017.
- Construction begins November 2017.
- Project completion December 2018.
Facility Service Charges & Fees
There is a $6.00 minimum charge for disposal for all customers. Cash or check only. Albemarle County residents & businesses* will be charged an additional $1.00 service fee. Non-Albemarle County residents & businesses will be charged an additional $10.00 service fee. Credit application fee is $35.

- Clean-Fill Material $10.00 per ton
Brick, block, mortar, mixed soil and road building materials.
- Construction Material $66.00 per ton
Loads of construction material should not exceed a single-axle dump truck. Material should not exceed 6’ in length.
- Household Waste $66.00 per ton
Household garbage, TVs, furniture, mattresses, and small appliances.
- Yard Waste (Vegetation) $48.00 per ton
Tree trimmings, grass clippings, leaves, etc. Yard waste is to be free of plastic bags, fencing, treated fence posts, etc.

Items for Sale
- Mulch $30.00 per ton
RSWA’s mulching operation produces a mulch product by recycling yard/wood waste brought to the Ivy Center. Stumps, brush, and other usable organic waste, which would otherwise be landfilled, are ground into mulch. Delivery is available for a fee to most areas. Delivery fees range from $100.00-$142.00. Valuable Services
- New** Daily Paint Collection FREE
We will be accepting 1 gal., 5 gal., quarter gal. containers of latex and oil-based paint on a daily basis. Paint must be in the original container. We will not accept any other paint-related products. For complete details go to www.rivanna.org/paint-collection.
Citizen’s Convenience Center
The Convenience Center located at the Ivy Center allows for easy drop-offs of newspaper, magazines and cardboard for recycling and disposal of household waste in tagged bags or trash cans up to 32 gallons in size. Tag-Bag stickers can be purchased at the Scale House. Prices listed above. Bags or cans larger than 32 gallons or loose items must cross the scales.
The Encore Shop (tipping fee applies)
Businesses and citizens are encouraged to drop off reusable items such as doors, windows, sinks, 2x4’s, sporting goods, and non-upholstered furniture. Items are available for resale. Motor Oil and Antifreeze Recycling RSWA collects and recycles motor oil and antifreeze at the Ivy Center free of charge from residents of Albemarle County and City of Charlottesville received during normal hours of operation.
Fall and Spring HHW Collection
9:00 am - 2:00 pm (dates to be announced) Motor oil, antifreeze, household and car batteries, oil-based and latex paints, paint related products, fluorescent light tubes, CFLs, cell phones, floor and furniture polish, household cleaners and solvents, adhesives, acids, pesticides, 5-gallon grill propane tanks. Items not accepted at any time: explosives, ammunition, radioactive material, medical waste, asbestos or items containing asbestos.
Bulky Waste Amnesty Days
During the spring and fall (dates to be announced), residents of Albemarle County and City of Charlottesville can dispose of furniture, mattresses, appliances and tires free of charge on designated Saturdays at the Ivy Center. Hours of acceptance are 8:30 am - 4:00 pm.
