A plan to build a grade-separated interchange at Hydraulic Road and U.S. 29]] has been debated for many decades. The project is part of VDOT's Route 29 Solutions package. This grade-separated interchange was recommended by Phase 2 of the 29H250 Study. The project has evolved to utilize a single point urban interchange (SPUI).

Virginia Secretary of Transportation Aubrey Layne authorized acceleration of funding for preliminary engineering to begin in fiscal year 2017, a year ahead of schedule. [1]
