A plan to build an overpass to carry Hydraulic Road over U.S. 29 has been debated for many decades[citation needed].
The project is listed on the MPO's Transportation Improvement Program as an illustrative transportation project, which means the project would be on the TIP if there were funding to pay for it[1]. As of April 2011, however, the project was delayed because the city of Charlottesville did not yet have the money required to pay for its final design.
This grade-separated interchange was recommended by Phase 2 of the 29H250 Study. The project has evolved to utilize a single point urban interchange (SPUI).

- 1/17/1995 - City Council passes resolution opposing grade-separated interchange [2].
- 10/20/2009 - Albemarle County Planning Commission presented with official map showing all parcels of land needed to complete project
