Project likely dead with a segmented project proceeding instead, fully funded with Smart Scale

A plan to build a grade-separated interchange at Hydraulic Road and U.S. 29 has been debated for many decades but there are no current plans for it to proceed. Such a project was part of VDOT's Route 29 Solutions package, but a series of additional projects will take place in the vicinity instead. [1]

Timeline

  • January 17, 1995 – City Council passes resolution opposing grade-separated interchange [2]
  • October 20, 2009 – Albemarle County Planning Commission presented with official map showing all parcels of land needed to complete project
  • June 18, 2014 – CTB allocates $10 million for preliminary engineering [3]
  • February 2017 – Planning gets underway for intersection improvements concurrently with a new land-use plan. This would be the Hydraulic Small Area Plan. [4]
  • March 9, 2017 – Hydraulic panel meets for the first time [5]
  • January 2021 – The preliminary recommendations from the fourth round of Smart Scale recommended $5.73 million in funding for a $24 million project to make improvements around the intersection of U.S. 29 and Hydraulic Road. The rest of the funding is leftover from the Route 29 Solutions projects. [6]

History

The grade-separated interchange was recommended by Phase 2 of the 29H250 Study. The project had evolved to utilize a single point urban interchange (SPUI).

Virginia Secretary of Transportation Aubrey Layne authorized acceleration of funding for preliminary engineering to begin in fiscal year 2017, a year ahead of schedule. [7]

Funding for the project was used as a match toward a successful Smart Scale application in the fourth round. [6]
