The designation "B-1 zone" referred to a section of Charlottesville's municipal zoning ordinance, adopted in 2003, that placed restrictions on how real estate could be used in a particular area within the city.This zoning district allowed business district was established to provide for service-type businesses and office uses of a limited size, which are open primarily during daytime hours.

B-1 was one of three Charlottesville business zoning districts which included B-2 and B-3 under the previous zoning code.

The intent of the B-1 regulations was to provide a transitional district between residential areas and other commercial areas of the city. The uses permitted within this district were those which would have only minimal traffic impacts, and only minimal noise, odors, smoke, fumes, fire or explosion hazards, lighting glare, heat or vibration.
