John Carr was the first clerk of the Charlottesville District Court and the first owner of Belmont House in the Belmont-Carlton neighborhood. He also purchased a ticket in the lottery for Lot 176, the mainstay attraction of the site of the proposed village of Morgantown. He died in 1823. [1]
