James Barr III
James Barr III ran for Charlottesville City Council as an independent in 1948 as part of the Independent Citizens Association.  At the time, Barr was an attorney and auditing instructor at the University of Virginia. At 29, he was the first Republican to seek a Council seat for many years. He came second in the June 8, 1948 election. 
At the time of his election, he was believed to be the youngest elected.
